I’ve got a lot of time for Tomlinsons’ writing, and we’ve spent a lot of effort at school emphasising the concept of differentiation (I prefer student centered learning) but Tomlinson’s work is VERY American in context and I’m not sure how much time she’s spent in Australian schools. Possibly the opening sentence misrepresents the totality of her speech (I hope).
